A prominant Nazi and Governor of Hesse-Nassau from 1933, Prince Philip accepted the offer of his father-in-law, Vittorio Emanuele III of Italy, to act as regent of the new Italian protectorate of Montenegro for his son, Moritz of Hesse. In 1948 Moritz was enthroned as King Mavro of Montenegro. After his son's enthronement, Philip returned to Germany to continue his work for the NSDAP within the Reich Chancellery.

In addition to his son becoming king of Montenegro, Philip's brother, Prince Christoph of Hesse was made King of Finland in 1951. Philip's second son, Prince Heinrich of Hesse, would also serve as Reichsresidentur of Armenia.
