Born 1909 in Westphalia, Germany. Serving in Western Europe during the war, he became an ally of Otto Abetz, the German Ambassador in France and champion of collaborationism, and Eggert Reeder, chief civilian administrator of the unifed occupation regime of Belgium and the Netherlands (after the arrest of Alexander von Falkenhausen and the dismissal of Arthur Seyss-Inquart).

In addition to his work with the Foreign Ministry, he was also CEO of the Adolf Hitler Fund. A keen proponent of European collaboration and unification, he later served as Foreign Minister.
