A Protected Homeland for the Azeris, a Shiite Muslim Turkic people of the Caucasian Mountains. Completely controlled by Germany, the homeland is nominally ruled by the puppet Azeri administration led by Abdurrahman bey Fatalibeyli, a Red Army major who defected to Germany after being captured in 1941. The territory allocated to the Azeris is claimed by both Turkey and Iran, as well as by the neighbouring German protectorate of Armenia. Azeris and Armenians have clashed violently almost continuously since the formation of the two homelands.
German authority in the region is represented in the person of the Reichsresidentur. Fatalibeyli's old wartime comrade, Heinz Schubert has long held this position.
